It was stated that Galactus is equal to Eternity and Infinity when he reaches full power.
So he was one with the universe.

I belive that Ion would win though.
You need something like: A Nullifier user (with the Ultimate Nullifier, of course) to beat Ion.

i never said that it would be usefull and being equal to eternity in power doesn't mean he is omnipresent
