Well I have installed a couple of vBulletin forums for clients and they are quite full of options, some of the best control I’ve seen. The Superusers like Raz should have access to everything on this site from all the options to PM’s and I don’t know but access to the DB as well. All levels and powers can be given to the moderators form very limited to all most admin level abilities; it depends on the Superusers and the admin.
