Except for Eternity or more precisely the Sentience of the Universe, who was there in the previous Universe saving Galactus.

ok so pheonix was born of the big bang and spectre is a replacement for eclipso still wont tell us whos the stronger they're both mulitiversal in power

one would think that the full Wrath of God would defeat the phoenix..... if God wants someone dead, he sends Spectre

What makes you think Phoenix is Multiversal in power?

Phoenix has never performed a Multiversal feat.

TOAA created the Living Tribunal.

So No one has ever defeated LT.
