...I actually tried a subtle blur on the hair to make it seem wet, but it looked atrocious. A barely-visible chrome layer is the closest I could come to making the render seem more wet without crap-itizing it.
Try using the smudge brush next time - set it to Natural Brushes, and pick the first one. Use it at about 30-40% strength and you can (with some work) change how the hair looks and stuff.

I'm a self taught photoshopper. I never use tuts and no one taught me any techniques.
Therefore, I often have a unique (and often arduous) way of accomplishing effects. I'm sure I'm missing many basic techniques that all of you know.
