Why are you insulting him? POD makes them look like equals because it doesn't take into account that almost every grandiose feat Naga Sadow did was with the aid of and amulet, ship, or some other Sith tool. Without these Naga looks like chump change when comapred to Revan and Exar Kun. And we do know things about Ajunta Pal, we know that he shit his pants when he saw a padawan Revan and that Revan potentially can beat him. It can pretty much be assumed that Revan > Ajunta in every way.

Theres a difference between lying and just being wrong, which she likely was, sure Tulak Hord was the hot shit of that time but really...how many Sith used lightsabers? Close to none, and how many real lightsaber duels could the guy have been it? Close to none, since the Sith were isolationist and even forgot the hyperspace routes back to the Republic he'd probably hadn't seen a Jedi in a long while. Then we have the fact that they were still using battery pack lightsabers which severely limits mobility and use time. So unless was a Dark Jedi from the Hundred Years of Darkness Wars (like Ajunta) he'd probably never seen a Jedi in his life to truly gauge his skills against.

You can't just say she's a fallible 3rd party character, because that doesn't make any sense. She's a historian who has EXTENSIVELY studied the ancient sith. She gave the Exile a detailed history of the ancient sith, and the GAOTS, and it was 100% accurate, so when she talks about the ancient sith we HAVE to assume that she's being 100% accurate, and there's no way around that.
I'm going with Katarn for first. He has killed many Sith in duels and is probably equal or better than Luke. Plus, he defeated Jerec and Desann, both being extremely powerful duelists. If you include that he has little formal training with a lightsaber, he definitely gets the top spot. For second, I'll go with Anakin/Vader. As for Sidious, I don't believe he gets a spot on the top. Unless if he has some duels in the books, he has no lightsaber duels to speak of except the fight between him and Windu.
