But more on sex, don't girls stop growing around then, there fore id say it's more to stop guys taking advantage of " smaller" girls when they are younger, serious harm can occor as im sure your sex ed teacher was quick to point out.

Best to my knowledge you don't grow down below after you hit puberty, up until then you do all your growing, therefore it wouldn't matter either way.
Plus it only hurts if you're not properly lubricated, regardless of age.
