I did a research paper on nuclear power in college, the plants are incapable of exploding like a bomb. They are capable of going into meltdown and releasing large amounts of radiation (Cherynoble),but it's very difficult to set off an actual nuclear explosion even if you are trying. In order to do so you need the exact grade of either uranium or plutonium, 99.999% of said material in nuclear power plants is the wrong grade for that. Within a nuclear explosion you need one piece of uranium (or plutonium) to strike another of exactly the same grade, at exactly the right speed and exactly the correct angle or it will fail to produce the chain reaction necessary to induce the explosion. That's why even if al Quaida or another terrorist organization did indeed manage to obtain weapons grade material they probably lack the knowledge to set off an actual nuclear blast and will at most, be able to produce a dirty bomb.
