Doom. He already ragestomped Wakanda in Doomwar and only "lost" because T'Challa himself was willing to lose in the end as well. At the end of the day, Doom still had his vast resources and powers and Latveria to go to. T'Challa just had a broken country and kingdom without its primary source of power/influence.
