Though i do belive their methods would contradict one another.
I think that is why they used him in smallville they know everyone wants to see Bruce, but he is to big a character so much that he could take the spotlight off Clark. So they used the closest thing to him instead, kinda tring to get the best of both worlds
I would prefer him not to put the act together cause that would tell everyone right there where wich heros would side and the story would be pretty predictable from there on out.
I think it would be best if Lex wasn't at least directly connected to it, but maybe he could be twisting some small things behind the seens.
Bat's Supes and WW take three different routes. None of which involve being leaders.
Superman takes Sentries , he leaves Earth for a few weeks to make his decision , after all as the planets most powerful Super-hero his choice is VERY important to both sides.
Batman takes Wolverines route , AKA the 'Screw the government i'm going to deal with this MY way' route. He hunts down whoever presumably caused Dc's version of Stamford before laying a bat-beatdown on him until he blurts out which group set the whole thing up.
WW goes the route of Doctor Strange , going into (another) self exile.
GA would feel that supers would need to be monitered but there is no way he's gonna side with a side that requires you to give up your rights in order to accomplish that goal. He's all about helping the man on the street and putting regulations and restrictions on heroics puts a damper on that. No way is Ollie pro-reg.
Bruce still could go both ways, but if this is a campaign in which Bruce has to play ball (ie give up his own identity and submit to regulations, maybe even give up some of his info and tech) then there is no way he's a part of this. Bruce knows how dangerous control can be. Thats why he always likes to have it, cause its safer in his hands than in anyone elses. He'll think the government (or anyone else for that matter) will abuse their control and I don't think he'll want a part of it.

ok it starts out with super hero group making a blunder were someone blows up and kills some people in the mid west. Next because a few superheros are morons and are not looking after the well being of civilins other super heros take it upon them selves to train and make sure that the other super heros are safe doing what they are suppost to do. Not there may be a bunch of details that are differnt but the basic theme is there.

For me basic details does not equal huge rip-off. If that were the case then every comic book would be a rip-off of another. Superhero fights villian, Superhero wins, Bad-guy loses. Basic theme is the same 😄
Batman would be anti-registration. He is too wary of the gov't and goes to far to protect his identity.
Nightwing would without question be anti-regiistration. He has already faced the horrors of his identity being revealed. Blockbuster blew-up the circus he grew up at, blew-up the police station where he used to work, and blew-up all his friends he made at his apartment building. Regardless of which side Batman was on, Nightwing would be anti-registration.
Superman would probably lead the charge for registration. He would believe in what the gov't was trying to do.
This is hard to tell. No way in heck is Batman siding with pro-registration. I don't think Superman should either but I could see writers putting him in Iron Man's position to go up against Bats for ratings. I think Ollie will side whereever Bats goes. The thing is if it was Batman and Superman on the same side almost everyone will follow them(two greatest superhero's of all time hands down of all universes!) and it would basically be like sentinels vs xmen or gov't vs all superheros unless gov't inlisted supervillains which would be maddning and have lex luthor pulling the string from the shadows.
