DCP = Digital Comics Preservation
It is a group of people (likely involved in the comic sales buissnuiss) that actively scan all the new comic releases and then release them onto the internet.
There are other groups, the first that comes to my head is OCD, and they plus others attempt to scan all comics. If you look hardf enough, there are lists from each company (marvel, DC, ect) of what from that universe still needs to be scanned and what is available.
The picture is an image file that people from these groups attach to the end of a scan like a signature. Each member of the group would have their own, this one appears to belong to "lucky scan".

some of these signatures can range from hilarious and pretty well done to disgusting.
I once read a spider-man comic with a signature that that was basically just 6 pages of porn with the groups logo at the bottom of the pages.

Most of the ones i've read have been normal, except i have had one or 2 with Batman and Robin. 😈
