Almost all the time. Whether he's frozen, melted, thrown into space, shattered or exploded, he's always been able to pull himself together.
When he was heated to the point of solidification, he apparently willed his molecules to convert to a liquid state. Which makes complete sense. After all he mentally commands his molecules to convert to a SOLID state when he attacks Batman with a giant scythe or something. So why not liquid?

Ivy could WRECK Gotham City. She could reduce the city to prehistory. But she doesn't because of a massive amount of PIS holding her back.
In actuality, she's a Superman or Wonder Woman level threat.
