Could go either way. Batman may have a larger library of styles, Diana has the experience and the edge of going for the kill from the get-go.
If anyone remembers, Artemis owned Batman in hand to hand combat when they fought. Hell, Batman had to rely on a gadget to win.
And Diana has frequently beaten Artemis in combat...

But you can bet that Bats would know all of Diana's ins and outs, strenghts and weaknesses, and would just have to factor in a loss of powers

So would Diana. They've been working together for years. Hell, they train together.
The loss of powers would be arguably a negative towards Diana. She's spent large portions of her life powerless (especially since her I Ching days are apparently now canon). If it was a sudden loss of powers, Diana would be momentarily disoriented and Batman would certainly exploit it. If she had a couple of hours to adapt, than they would be on equal grounds.
Also, you need to clarify "powerless" a bit more. Even without her gifts, she's still an Amazon. Amazons aren't regular humans. They're basically a race of Captain Americas on hopped-up steroids.
Hell, even without her powers Diana's been able to deflect bullets and uproot trees because her innate Amazonian strength and speed that all Amazons possess.
