Apoc's works differently. As far as I know, he has the ability to access unlimited strength at most any given moment. A non-jobbing version of course. Supposedly, having the ability to grant himself any 'physical' power, this would make sense.
Hulk's has to grow.

By physical, the bio clearly stated examples such as a hand in the form a club or a drill.
In other words, he's a glorified shapeshifter. He can't give himself the power to fly (unless he makes wings) or the power to control the weather or some nonsense.
