Yeah, I'm from India. Born there as well. I live in the US though. Actually, the "red dot" is actually what women wear. I believe your Tamil friends mean the Vihuti, which is a sacred colored ash we put on our foreheads when we go to the Temple. Otherwise, that's kinda weird...
