I've heard a lot of jokes about this - most at the expense of the US.
A lot along the lines of how it shouldn't be seen as keeping Mexicans out but rather Americans in (just make it a bit bigger and the world might be safe from attacks from Rabid Republican Terriers.)

Why should companies invest in Mexico? Since Chinese labor can be paid about $2 a day Mexican labor is just too expensive. Did you know NAFTA was supposed to improve Mexicans lot but instead has had the opposite effect? Poverty has actually increased In Mexico since Nafta was ratified. The Mexican government is taking the easy way out. It not only lets, but encourages it's citizens to emigrate to the United States. Many of these people then send a portion of the money they make back to Mexico to help support their families which in turn helps Mexico's economy. Of course the money leaving the country is a strain on the US economy but the business sector is happy with all the cheap labor. It's a vicious cycle that will come back to haunt us pretty damn soon I'm betting.
