He accused Fox of essentially lying and using his illness to manipulate, based upon his own faulty understanding of the illness. Then he implicated it was wrong for Fox to campaign for stem cell research as it was helping the democrats "exploit" sick people. The difference between your examples and his is that he isn't joking, and that he himself is known to have a political bias.
