Hal Jordan, Alan Scott, and John Stewart are all out of his league. Kyle Raynar would probably be closet match though. But the GL take this.

Only because he is Ion. He didn't surpassed Hal. Kyle's ring was made that it work on yellow. Hal overcame that weakness with willpower.

Well, Kyle MADE his ring overcome yellow while he was Ion....but regardless, I still think that Kyle is a more powerful combatant than Hal.

Though, for the most part, it's really subjective. I'll still give Green Lantern Kyle (not Ion) a slight superiority over Hal.
