Don't know too much about Green Arrow, so there's not much I can do to compare and contrast these two. However, GA uses a lot of trick arrows, whereas Frank's arsenal consists of nothing but lethal weapons.

I'll give Frank a 7/10 majority.

Is this pre OYL or Post OYL Green Arrow? There is a massive difference.
Post OYL i think Green Arrow takes majority. Although I'm not a big Punisher fan so my knowledge of the character is lacking.
