He is 7/7 in the same regard that Thanos and Pip are 7/7 due to teleporting vast distances.

While true that he can fly and teleport, the handbook doesn't say it's his flight or teleporting ability that gives him the 7/7, so if you are going to use the handbook then use what it says. If you are going to say that isn't what the handbooks meant or that it's wrong then post evidence from the comics.

Frankly comic proof should be used anyway since it's the primary source.

Ehh...I dont know what to say. It should be obvious to anyone that their refering to his ability to teleport vast distances. Look at someone with a speed rating of 6. You'll find types that fly the speed of light like Firelord, Morg, Quasar etc. Those who can surpase the speed of light like Silver Surfer, Adam Warlock, Uatu, etc, have rating of 7. Thor is fast, but he doesnt move a unexplainable speeds in the atmosphere like some cartoonish DC character. Im sure he is capable of speed blitzing but not in the same way Superman or the Flash would.

What makes it obvious?
