The Spawn verse is a multi-verse. And in his verse, he is the creator of all. In the Spawn verse, there is no greater power then him.
BTW - Satan and God, if they are in their respective thrones. They can reshape the universe to what ever they like. Malebolgia sought to attain their thrones, to control the universe. They where forcibly removed from their thrones by MoM.
