Brainiac refers to him as a cosmic being.
Gods have refered to him as a god.
Guardians of the Universe revered the Kryptonians as a race of gods, and pretty much their equals.
Darkseid and the new Gods call him the godling.
Most of the high end characters, and even those from other universes, refer him as the strongest hero in this universes' time continuum.

It would really depend on what you consider cosmic however, like another person said.

Well how about even though they were heroes, but in their strongest form they become a villian does that count or do you just got by their "hero" strength?
