Sure Galactus and silver surfer are super powreful but monolith and havok can absorb cosmic energy which the other two use.

In case it's not clear from the other responses, Galactus and the Surfer are so far above those two that havok/monolith would likely explode from the effort of TRYING to absorb anything before galactus/surfer even noticed.

also: I don't think Havok's powers are an "active" absorption- more of a passive thing relating to ambient cosmic energy. (not the power cosmic, which may be a very, very different thing)
