First of all it is simple etiquette or netiquette, typing something in all caps means that you are “yelling” on the internet also it is a sign of lack of maturity or that you don’t know what you are doing. For someone that has worked in computer support this is very annoying and normally followed by very computer inept questions, or as I like to say “AOL User”.
