It should be the same size as the current SW Black banner, which is 291x100 pixels, and saved as a JPG. Keep the file size sane - the current one is 15kb. I'd say no more than 25kb as a maximum limit.
And obviously, as it's for the SW Black skin, it should fit with the color scheme, and be Star Wars.
I don't know how long this will run, that's up to Raz.
And just for reference (since I know not everyone uses that skin), here is the current one, which was made by TOH, if I remember correctly.

Also, I'm not really that great with forum layout and all of that stuff, but would you be able to use a random image generator to use more than one of these at once? Of course as long as they all are in uniform size and dimensions.
