With gadgets Bats takes 7/10 I think.
Without gadgets and strictly h2h, Shang clobbers Bats 10/10. Shang Chi's very impressive chi amping is the key in my opinion. I'm one of those who thinks Bats is equal to or greater than Shang Chi in skill though.
