Downloading scans

Does anyone know what the law concerning downloading comic scans is? Hey I could put this in the comic forum but this is quicker and you can talk about anything here.

Well its like this Sweden seems like a beautiful country, but at the same time it seems not boringl. So you wont get bored but at the same time you can get peace and quiet. It must be freezing their now! I heard in Finland its dark for most of the year. 😱
