Superman CAN'T lift the hammer under normal circumstances simply because he doesn't have a "warrior's heart" like Thor, Diana, Hercules or Namor.
It has nothing to do with Boy-Scoutness....why do you all think Horse-Face could lift it?
Odin basically temporarily overruled the hammer's enchantment so that Superman could lift it even though he isn't "worthy" to.
