Based on Intelligence levels, I have to say the Flash then if what you say about the acceleration part is true. Then again, what if this is Professor Hulk?
Exactly how are they stuck in a "Force"? You mean literally stuck as in cant move, or they keep on going at that speed?

What's the use of a thunderclap that travels at the speed of sound when you can move at multiples of lightspeed? Why jump, and put yourself at the mercy of gravity, when you can run fast enough to overcome the gravitational force itself?
Also, Hulk getting angrier wouldn't make him faster as the Flash. They have to tap into the speed force, something that takes concentration and a clear head. Hulk getting angrier would likely make him SLOWER.
The Flash could be exposed to Gamma radiation, and never even USE his 'hulk powers' and still beat the Hulk Flash.
Considering that the Hulk Flash, still, would likely beat himself.

Bah, humbug with all these incarnations. For me, Hulk is Hulk ("Savage," is it?), that's what I go by.
That aside...yes, I would agree: Prof Hulk would probably beat Flash cuz now Hulk would have the IQ edge.
