Kingpin's Empire vs Gathom City

Can Kingpin overtake the whole Gathom crime game and overtake the Joker as Batman's #1 problem? Do any of Batmans villian given Kingpin a run for his money. During Kinpins undertaking?

say Kingpin moves in and starts up his new empire deep in the heart of gathom city. Can he be come to powerful for the Bats?

Kingpin has employed some costumed criminals or assassins, Bullseye, Jack O'Lantern, Answer, Typhoid Mary, Jester and Taskmaster to help out with his new undertaken of the Gathom crime game.

Well, considering that either Taskmaster or Bullseye may be able to take out Batman themselves?

I'd say that he'd probably pose a pretty good threat, but Batman would take him down just like he takes down the Joker.
