The thing with Galactus is that he is an old-school all-powerful type of character. The writers then wanted a storyline with an immense and inscrutable power.

But in the years since other writers have written storylines where they want their own versions of reality changing all-powerful beings (Parallex, Phoenix Force, etc.). And the new ones have more contemporary styles etc. So one way of making a new all-powerful being is to make it seem even more powerful than the old ones.

I like the old FF/Silver Surfer stories involving Galactus personally. I like the interpretation of Galactus offered back then and the sense of awe he inspired. So despite the new characters, I interpret Galactus in the spirit in which he was created, which may make him seem too powerful when compared to more recent stories.

I don't think many beings should be able to defeat Galactus. When he is defeated it is due to an extraordinary storyline in which extreme extreme underdogs somehow show a resilience of spirit (the human hero spirit) or where a cosmic event happens that can change the very nature of reality (e.g. the Infinity Gauntlet). I don't think the existence of these types of stories should be taken to mean that Galactus is a weak cosmic entity compared to other such beings. It's just that the original spirit of Galactus has been lost with stories of varying quality over the years.
