Longshot vs Bullseye

I mean one has luck on his side, while the other is an expert marksman. I mean would both skills negate each other and both combatants would have to resort to hand to hand combat?

No stepping on toes here. In case you doubted there was a previous thread, I just wanted to assure you there was one. I really don't care much.
