I'm not sure, since we really haven't seen enough of Winter Soldier to judge how he would fare against DD. Winter Soldier is definately stronger, but DD has more skill and his radar sense. Is this fight just H2H or does it include weapons?

if dd can beat Bullseye he can beat winter soldier
