The reason Strange MADE his other identities was because he had no power left, the gods shunted him for refusing to fight for them (basically he got the same treatment as juggernaut got). This all occurred exactly before this GR storyline started.
He created "Strange" and "Steven Strange" to fight in his place as he gathered weak but more available earth power. Nowhere in the storyline where Zarathos was present was Strange ever at half power, much less full.

True, Zarathos never showed his full power, I'll give you that, but that also makes it impossible to argue for him. There's very little to go on about the guy that isn't simply assumptions.
And Strange, the ectoplasm guy with the mask, was less than 1% as powerful as Dr.Strange and did ok in those comics.
The Mephisto thing is a bit weird, Mephisto is immensely powerful but he jobs to everyone. Prof Hulk has actually went into his dimension and beaten Mephisto before. In all reality, Mephisto should be as powerful as Odin, but he isn't written that way.....ever.

Strange revoked all the powers of the great magical entities in #48 and #49, I think. Great story. And don't forget he was not only depowered, but he was poisoned by Salome.

Then, he fights Thor. But, instead of using his actual power, he doesn't shoot a single magic bolt or utter a spell...he tries to beat Thor in h2h. Every single time he's in Thor he does that stupid shit.

It seems like everytime Mephisto fights Strange, Strange turns helpless and never fights back. Mephisto doesn't do the h2h shit against Strange either, he shows off his skyfather level magical power.
Mephisto has beaten or stalemated some of the most powerful beings ever, but he's also been beaten by streetlevel folks. He's a jobbing character except when he's in Dr.Strange comics. There, they act as if Mephisto is omnipotent.

Mephisto at his peak is a tough SOB that is a good match for Odin, but at his worst, he's the whipping boy for Norrin.
Very inconsistent, however, he's still very powerful regardless. I think he shows his best stuff in Strange comics, you're right. They write him AS HE SHOULD BE WRITTEN in them. He should be written as a demon with nigh omnipotent magic... and some writers neglect his power in stories. A shame, really...

Also, for future talk about comics where Strange "seems" to be in danger, this is how you can tell if he really is:
When Strange is in mortal danger of any kind, a symbol of life burns itself into his forehead. So, unless that happened, he's not/was not in any danger whatsoever.
