GG fought with the Jedi, all the time in the CW, he ran when he realized, that the opponent is better.

So he could get better and kill more Jedi and win more battles, therefore intelligent. But back to canon.

Yea, in cannon - ROTS, he sucked. Obi owned him.

Not really, because Grievous had lightsabers and a cough, if he didn't and fought OB1 with a blaster or some other thing, then it would be pwning.
