Depends on which version you want, but in general, up-to-date versions go over 450.

You could probably get away with just PS elements. It's far cheaper, and since it isn't for professional use, a lot of the extras that aren't included in Elements won't hurt you much.

and to answer your other question, probably not. I don't get as chummy with people online like I used.
