As I see it. "Full Potential" Elemental get-up Storm is still just a mutant woman. Where as Phoenix( I assume you mean Jean Grey with the Phoenix Force. White Crown Phoenix?) is a cosmic entity that has destroyed and repaired realites. That trumps a powerful elemental mutant woman. White Crown Phoenix is beyond just Jean Grey the mutant.

Lol no way can that happen because if storm's already posses electro magnetic powers, at full potential she would be able to do what magneto did to phoenix.
