Well, it says there that Nightwing is only able to stagger him because the surprise and when he knocks his face to pavement, it is him using the whole force of his body while still in motion. He hits him so hard that the concrete floor breaks, so I aren't surprised that Blockbuster is bleeding. On the other fight, he hits him beforehand in the face with that thing he shoots at him, and he still takes it.
But Nightwing is quite strong anyway for being so agile character, I am not surprised that he can hurt him. I mean, he can handle an entire fridge like nothing:

Wello bvously hes really strong but not superhuman, combine that with martial arts expertise then he can hurt superhumans. BB may have superhuman strength but he aint the Hulk.
