Not usually although he has been come very powerfful in the past. He pretty much had the powers of every leagurer and reservist at one point including GL, Supes, Firestorm, Fate etc.

I hate cartoons

Mindship Snap out of it.

Going by the toon Amazo, I'd say he's more powerful. Characters with major absorbing abilities are very tough to beat.
