Cyttorak is elder god level imo. Above Zeus. Just look at what some of his artifacts can do, the bands, and the gem.

I don't think either have feats that say they are at or above Odin. I don't see anything Cytorrak has done that Zues couldn't do, but Zues doesn't spend all his time standing around being a total dick to people. Zeus loves the ladies too much for that jibba jabba.
