This is one of the few fights that she could actually win.

Storms one of those heroes that are essentially crowd control... too weak in most 1v1 matches.

I doubt prep would help him too much. He can't get close to Ororo in the least.

He might have a chance if he fashioned some potent, long range weaponry and she took pity on him and didn't just waste him. That's a pretty specific circumstance though. Norman's just too "Spiderman powerful", which isn't that powerful at all but it's a cool level to be at and my favorite level.
