I don't think so. He has a lot more raw power than we usually see, and I tend to think than he actually knows he has.
There was a Guardians of the Galaxy story were G stripped him of his power, but a watcher explained to SS that the power was inside of him all along. SS then got the quantum bands and became insanly powerful. I know that is only a possible storyline, but still think SS has power he has not tapped into yet.

I feel the same way. If a character hasn't shown a certain power level, then as of now he doesn't have it. I don't care if a Mutant is omega level potentially capable of destroying a Universe. If they havent done it yet they can't do it until they prove otherwise.
As for Silver Surfer whether he has reached "full potential" or not i don't know. However, i do know he holds back much of the time. So what i cAn say is maybe we haven't seen him go all out yet.
Surfer's already too powerful, IMO. Not so much in terms of brute power, but he certainly doesn't need things like time travel, matter transformation, etc.
My reasoning is this: his original job was to find the right planets for Galactus. To do this, all he really needs is...
- Cosmic awareness (to find these planets)
- Flight (to get there and check things out)*
- Durability (bodily and/or shields, in case there are potent residents on the planet and they don't take kindly to the Surfer or what his presence means)
- Bolts (in case he has to "soften" said residents up; I'd also make him skilled at h2h, in case he wants/has to "get up close" on them)
Anything else is superfluous and invites PIS.
* my version of the Surfer truly would Not be able to fly w/o his board. In fact, he wouldn't be able to wield any power cosmic unless on his board. I think limitations like this, again, help to avoid PIS and make for more "believable" stories.

Time travel is a consequence of travelling at F.T.L. speeds, surely you know this Mind sip ?
No way has Surfer reached his limit. Why you ask? Because Marvel and DC are constantly trying to one up the other, so as soon as GL or Firestorm comes up with a new insane feat, Marvel will do their best to match it. That's why just about ALL characters are getting more and more powerful as time goes on, to keep up with their counterparts in the other company.

Funny thing is he used to have free-roam time travel abilities. He could time jump as easy as he could fly, but Galactus stripped him of that when he exiled him on earth. He probably has it back since he's his herald again.

Though, Earth X suggested that after Galactus has eaten everything in the world, his herald will take his place as a new Galactus whenthe Old Galactus re-creates everything.
