Who would win in a fight between the newly down graded version of Ion and the new upgraded Silver Surfer?

It's quicker and easier to just vote in a poll than it is to type out a response. It's also an easy way to convey your opinion without having to argue with others who disagree with you.

And that's based off of what exactly?

He has access to the Power Battery and the Starheart, magic has always been a weakness to Silver Surfer. Even low grade magical users and I mean low-grade have affected him in the past.
