I thought Street fighter started that and MK picked up the ball and ran with it.
Street fighter was a huge impact in the gaming world, it brought fresh ideas and became the new face of addiction. MK became extremely controversial due to it's extreme violence and caused so much talk. The game was threatened to be banned, but during the 90's it was all the rage, freedom of expression was brought up and eventually it was accepted. Which paved the way for other "mature" games to follow. Soon enough it became easier for games rated "M" to emerge due to the ESRB being made. If I remember correctly, I think MK was one of the driving forces as to why the ESRB was even created, although I'm not 100% sure, i'll have to look into it.
