After he had his potential released by the Dai Kaioshin. What the fans dubbed 'Chou' Gohan or 'Mystic' Gohan. Save the highest forms of Super Buu and Vegeto, 'Chou' Gohan was the strongest character in Z. 😉.
Lastly, if we are debating races, Humans win.

Wait, so would this bje the sayans back then? becuase while i firmly believe the surviving sayans in their final versions could easily handle any krpytonian (sorry superman fans, but its the reality)
the old sayan race were overall average, and theyre werent many (or any?) atleast mentioned supersayans, but im probably wrong on that

Gokou was the first Super Saiya-jin in a century sooo yea I'm sure no other Super Saiyans were on Vegeta.

akira wrote the initial phazes of the show, but didnt finish becuase he was apparently tired of writeing? (duno)
and the most powerful in the series wasnt gohan
not even by the end of DBZ, but actually, thats just my opinion

I have no idea what kind of anime you watch but all of these people can surpass him in terms of raw power.
