I read war journal #3 as well. From what I saw, It looked like Frank didn't want to fight Captain America out of respect and in front of the other heroes that he respects as well. When he was a marine it was the same way. He also let the other marines beat him up for being a "wuss" as well. His other vietnam comics demonstrate that he was waaaaaaaay above all other marines in skill at that time.

Well in terms of h2h I dont think he should annhilate her, well considering he fought DD and almost killed him once, dont see why he cant beat Elecktra.
I agree that Punisher doesn't get nearly enough respect, his durability is with out question superhuman (the guy took three rubber bullets point blank to the face before he went down) and he has some nice speed and strength feats too, but Elektra is much better then Frank. What most people to don't seem to know - or like to ignore - is that Elektra is better then Daredevil in almost every way... and she has been for a while now.

Elektra happens to be one of the few places that Shrank and I agree on (for the most part).
Yes, Punisher is all together treated like a chump on the forums... but I wouldn't go as far as to say he should beat Elektra.
Bullseye has a winning record against the pre-hand training Elektra.
Since then she has aquired minor telepathy (letting her see an opponents moves in advance). She is, I would say, at least rivaling DD in strength. She's much more skilled, faster, more ruthless.
DD's only got her beat in agility and senses (i.e. seeing, hearing, etc.)
His radar sense is combated by her telepathy. She's athletically superior. She'll go for the kill much more often.
And Elektra should still be much better then Frank.

Also, Elektra has said - or at the very least, implied - that Stick taught her how to bypass DD radar sense.... and I'm not sure if DD's agility is superior to Elektra's, she was a gold medal Olympic gymnast at around the age of fourteen.
I'd like to point out that Bullseye is a badass, but like Punisher and Elektra the majority of people don't seem to know what he is capable of. Bullseye is a monster, the guy has the damage soak of the Punisher and - what a lot of people forget, assuming he is just really accurate - insane fighting skill. He has fought both Elektra and Daredevil at the same time and even though he lost he gave them a fight. Honestly a well writen Bullseye is even more skilled then either Daredevil or Elektra.

Bullseye's beaten Elektra post hand training, and most of Daredevil's feats are quite a bit better than her's.

Bullseye was fighting both Elektra and DD in that Bendis fight and he was doing good. And since we are to the subject on if Elektra > DD or not in the issue right before that one, DD attack Elektra for showing up at his apartment and she got him in an armbar. He was fighting her, and she was just trying to tell him that he was about to get arrested and the fight still ended with her holding the advantage.
