Because, since comics are PICTURES, and are STATIC, there is no evidence as to whether the Juggernaut was stopped.Likewise, there is no evidence that he was still moving in the very first panel.
Then, just after his foot starts glowing and just before they zoom in on Cain's worried look, you can see Hulk's foot stopped moving. Do you think Cain looked concerned because he was slowed down?

In the first panels, you can clearly see his foot is moving. You can see his foot steamrolling along the ground. You can see the bits of rock flying around his foot. Then, just after his foot starts glowing and just before they zoom in on Cain's worried look, you can see Hulk's foot stopped moving. Cain 'looked' worried. He 'seemed' to have stopped.
Conjecture, much?

Okay.He beat Jugger
NOT!
Juggernaut wasn't harmed. There wasn't a scratch on him. He never got stopped. War Hulk's ONLY feat was beating absorbing man. Something that doesn't even put him on Sentry's level, much less 'celestial' level.
how about BFR, its a win without hurting or "scratching" your opponent...
