He has escaped higher guarded places higher places that isn't on U.S. soil. He can also die in one shot in BM in-game during the Albino chase[47 can]. 47 hasn't pulled a body UP, UPSIDE DOWN, WHILE ON A PIPE. Read one of the manuels, Sam got shot a crapload of times.

Fisher utilizes Krav Maga, and with it, he can take down anyone with a single blow, whether they're aware of him or not, as shown in the games. 47, on the other hand, knows no form of close quarters combat whatsoever and is reduced to brawling. What's more is that he must be facing the front, otherwise he's useless. Strength? Fisher is able to carry a body and strangle men who he can pull right off the ground while hanging upside down. He is also able to chuck someone his own weight across a room with no problem. 47 struggles with pulling bodies across a floor and shows signs of physical strain such as grunting while doing things as simple as jumping and lifting bodies into crates. More notably, he shows more physical strain than Fisher does despite being a full six years younger than Fisher in any given game. Stealth? It's no contest. Fisher is trained not to be seen. He is about as invisible as a human can possibly get under any radar. It took him three games to have his existence even confirmed by his enemies. No one knew he existed but a select few. The man is a ghost. 47 on the other hand, is an urban legend. Thousands upon thousands know he exists. They know because they're the ones sending him to do their dirty work. He himself has been targeted for execution several times over the course of the entire series. They're both terrible shots with handguns and machine guns alike, save for rifle shooting, which Fisher excels at. Fisher requires nothing more than to hold his breath in order to make the perfect shot. He does this with no modification to whatever weapon he happens to be using, unlike 47, who must sit still for approximately twenty to thirty seconds with an unmodified rifle in order to hit where he aims. Resilience? Shoot either in the head, they die like anyone else. And only twice did he do it on his own. Fisher never even got into such a situation, because he's smarter than that.
