They aren't the same being. This isn't really a good argument to base Superman winning off of. The power cosmic isn't something that you're going to just white noise out of existence.

Darkseid is far more essential to the universe than Surfer, even in his weakened state, and it worked on him. And iirc that was a Superman who had just powered the Miracle Machine, and was nearly drained to boot.

What about Stardust's ability to open doors to other dimensions? Have you read Storm Breaker? He opened a door that held beings too dangerous to exist on any other plane of existence than where they were. A microbe of one of those beings got out and had the potential to devour the universe. If Bill didn't have his hammer Stardust would have owned him IMO.
Physical attacks do not work on Stardust.

Physical attacks from people far less powerful than Superman, yes. Space/time barrier shattering punches that match the guy that destroyed Anti Monitor's energy form will absolutely work on him.

You only feel this way because you aren't seeing things for what they are. Stardust isn't going to be affected by Superman's physical blows, but Superman would be affected by Stardust opening a portal to hell inside of his belly. This is all within Stardust's abilities and character as well. Bill only won because of his mystical weapon, and last I checked, Superman isn't mystical.
