It depends on the writer and her location. For almost 10 years almost all Scott Lobdell had Storm do was fly on her winds and create lightning.
While others have her contolling star, ocean current and making cosmic level turbulance around the world to stop a solar flares

Consistency and averages hold more weight. High averages sure, but taking a few one-off instances and equating her to the top tiers is folly.

Ocean currents is an interesting way to use her powers, I'll give you that. Equating that to actual hydrokinesis is again folly though.
