Atzela's realm didn't have a Eternity/Infinity thus it was not a part of the original Multiverse.

It's enough to have God's power in one Multiverse to bannish Living Tribunal from it.
It's not like the universes are tubes of energy which from the Living Tribunal can take as much as he wants.

Mr. M accuses Nvr of not knowing what he is talking about, but what it comes down to, is that Mr. M knows little to nothing about DC and has shown this multiple times espicially when it comes to the higher ups, abstracts, or vertigo for that matter; he has shown he likely hasn't even read the Lucifer series.

Nvr on the other hand, has many times out done Mr. M in terms of DC knowledge and understanding.

That and Mr. M's knowledge and understanding of Marvel is very skewed and for the most part wrong as shown in this thread.
